GREEN PLAN 2030: A SLIGHT SETBACK… AND INCREASED PRESSURE ON THE REAL ESTATE SECTOR
In its fifth update of the Plan for a Green Economy 2030 (PGE 2030), the Quebec government acknowledges that current measures will allow it to achieve only 65% of its GHG reduction target by 2030. This decrease, from the 67% announced in 2024, is justified by the unfavorable economic and political climate, which is said to be slowing down investment – including in decarbonization efforts
A modest setback in appearance, but one that sends out important signals to the building industry.
A MORE DISTANT TARGET
Quebec is committed to reducing its GHG emissions by 37.5% by 2030, compared to 1990 levels. However, the gap between projections and the target is widening. According to the government, economic uncertainty and international political tensions are slowing down investment, making it more difficult to meet targets. A reality that affects both public infrastructure projects and the private sector.
AND WHAT ABOUT THE CONSTRUCTION SECTOR?
The real estate sector, responsible for around 10% of Quebec’s total emissions, has long been identified as a lever for rapid emissions reductions. But in a context of budgetary prudence, some projects are being postponed, revised or even cancelled. As a result, the transition is slowing down.
This is a growing strategic challenge for building owners, managers and developers: investing in energy efficiency and decarbonization today means avoiding increased regulatory, financial and social pressure tomorrow.
